The CWC (Citizens Welfare Committee) commenced in 1989. It was originally called the CWA but soon changed to the CWC. The organisation was formed as a means to raise money for people living with HIV/AIDS.

Things were very tough at the time for people living with HIV/AIDS. The CWC had monthly outings and raised money mainly through raffles initially for people in Wattle Brae which at the time was the AIDS ward at Royal Brisbane Hospital (RBH). It was the converted psychiatric ward. Later they also gave to the AIDS ward at the Mater Hospital.

The initial committee consisted of a group of six people with John Kerr as the initial president. By 1991 there were 50 club members.

The committee soon learnt it was better to give material things to those in need rather than donate money. In the case of Wattle Brae it was mattresses and bedside tables. Later it was things like microwaves and fridges.
